Elsevier investigates coercive citation

A while ago we posted about Open Peer Review. Nature published this article on suspected manipulation of the peer-review process, where some peer reviewers encourage authors of work under review to cite the reviewer's own research in exchange for positive reviews. Read more about these and other questionable publishing practices uncovered by the publisher Elsevier. Could this be addressed by Open Peer Review practices?
